There WERE breakthroughs, at the conference. For example, lots of credit to all participants and to everybody who made this first annual review of the International Compact with Iraq possible. And special credit to U.S. Secretary of State Condoleezza Rice, Iraqi Prime Minister Nouri al-Maliki, Iranian Foreign Minister Manouchehr Mottaki and U.N. Secretary-General Ban Ki-moon! At the conference, among the participants, we could also notice an honest and strong motivation to make Iraq become an even more "fully functioning system". However, we all know that building up Iraq is not "a walk in the park". Still, extreme challenges lays ahead. But with more effort and motivation it is reachable.

Ps.
Your Secretary of State, Condoleezza Rice, made a very professional and nice impression. However, she was somewhat tired due to jet lag.
Infra City in Upplands Vasby was a good choice of conference center(I know since i live very close).I hope Al-Maliki and his Cabinet ministers got some inspiration for the next conference in Baghdad
