Obama to Shorten Enlistments?

So, there's a rumor going around my platoon that Obama wants to allow active-duty servicemembers to have the option to separate from the military after 3 years of service if they should elect to do so. I can't find anything about this on the Internet, so I was wondering if anyone here has any knowledge of this. Thanks for your help in advance.
