Default are medical waivers still possible

I am 41 and was discharged when I was 18 with a Re-3. It was for my back. I am trying to get in the reserve before I am 42. I had a recruiter make me jump through hoops with letters from doctor etc. My recruiter tells me that they are not taking any medical waivers now. I feel like he doesn't want to deal with the paper work. I just need help please. I am in good shape I have been through police academy and corrections academy since then. The recruiter also told me if I did get back in I would have to go Infantry. If they aren't accepting any waivers then why would he mention the infantry? Can I please have a recruiter help me on here? Or direct me to a good recruiter in alabama or close by in georgia or tn? Thank you please for the help
