This is why it is important that an expert is sent in to work with the local people.

The very first thing a psychological operations officer will do when the unit enters a strange land is to establish contact with the locals. You will talk with those in the city and find out how they feel about you and your forces. You will then go on to establish a trust that you are there to help them. This will make it possible for you to know that you will not have to watch your backs from the locals. You may even be able to extract some intelligence.
